The management of safety in an organization has an evolutionary process of its own. At one end of the evolutionary continuum is a system, called the Basic Compliance System, for ensuring that safety training programs, work conditions and work processes comply with regulations. This type of compliance is passive or structural. Next is the Self-Directed Safety Compliance System, which involves workers in the task of ensuring regulatory compliance, and encouraging them to take personal responsibility for making use of training and other regulatory provisions. This system emphasizes active compliance with regulations. At the far end of the continuum is the Behavioral Safety System, that introduces a process for teaching individuals to scan for hazards, to focus on the potential injuries and the safe behavior(s) that can prevent them, and to act safely.Internal monitoring of compliance with regulations
